OFFICIAL MINUTES OF THE REGULAR MEETING
OF THE SEYMOUR CITY COUNCIL
SEYMOUR, IOWA -- APRIL 2,2018
Seymour City Council met on the 2nd day of April, 2018 at 6:00 p.m. in the Council Chambers at City Hall with Maor Housh presiding. Present: Housh, Merritt, Rembe, Trower. Absent: Carter.
AGENDA: Moved by Rembe, seconded by Housh to approve the agenda. A.M.A.M.C.
MINUTES: Moved by Merritt, seconded by Trower to approve the minutes of the March 5, 2018 regular meeting and the March 12 2018 special meeting. A.V.A.M.C.
FINANCIAL STATEMENTS: Moved by Housh, seconded by Merritt to approve the financial statement for March 2018. A.V.A.M.C
CLAIMS: Moved by Merritt, seconded by Housh to approve the claims from March 6, 2018, as presented.
MEMORIAL BENCH: Moved by Rembe, seconded by Merritt to allow the placement of a bench on the east side of the city park as a memorial to Ron and Lois McDannald. A.V.A.M.C.
FIRE DEPARTMENT: Fire Chief Merritt reported three fire calls during the month of March using 2750 gallons of water. Discussion also included the new grass truck purchase and the disposition of the damaged 2003 grass truck.
CITY CREW REPORT: Cairns reported the lagoon fencing installations is complete. Joiner is expected to begin the sewer line replacement, west of lagoons, beginning late May or early June. Alliant has set a new pole at the fuel pumps, with a new security light to be installed. 46 of the 53 DOT sign replacement grant program stop signs have been installed. After reviewing quotes, it was moved by Merritt, seconded by Housh the purchase of two weed eaters from the Machinery Barn. A.V.A.M.C. Other discussion included the progress the school has made capping the sewer lines, addresses at the lagoons and reservoir and the installation of the generators.
PUBLIC WORKS COMMITTEE: Moved by Rembe, seconded by Merritt to approve the presented extension request. A.V.A.M.C. Moved by Rembe, seconded by Merritt to approve the shut-off list as presented A.V.A.M.C.
AFTER PROM DONATION: Moved by Merritt seconded by Rembe to donate $100 to Seymour After Prom. A.V.A.M.C.
GRASS TRUCK INSURANCE CLAIM: moved by Housh, seconded by Merritt to accept the total loss offer of $9272.00 from EMC Insurance for the 2003 Fire Department grass truck. A.V.A.M.C.
CLASS C LIQUOR LICENSE Moved by Rembe, seconded by Trower to approve a Class C Liquor license with outdoor service for the Tap, pending approval of dram shop. A.V.A.M.C.
COMMUNITY CENTER BOARD APPOINTMENTS: Moved by Rembe, seconded by Merritt to approve the appointment of Vicky Decker and Jull Housh to the Community Center Board. A.V.A.MC. Mayor Housh noted the Community Center Board currently has one open seat.
OPEN BID: Moved by Rembe, seconded by Merritt, to accept a bid for the John Deere road grader from Dennis Inman in the amount of $1595.00 A.V.A.M.C.
EMPLOYEE HANDBOOK: Following a review of Section 5: Overtime and Section 8: Sick Leave of the Employee Handbook, the clerk was instructed to draft changes to the handbook to the present at the May regular meeting.
Other topics discussed with no action being taken Nims training for elected officials, developing a culvert policy and the hiring of part time office assistant.
