OFFICIAL MINUTES OF THE REGULAR MEETING

OF THE SEYMOUR CITY COUNCIL

SEYMOUR, IOWA--APRIL 3 2017


​Seymour City Council met on the 3rd day of April, 2017, at 6:00 p.m. in the Council Chambers at City Hall with Mayor Housh presiding. Present: Carter, Housh, Merritt, Rembe, Weeks.


AGENDA:  Moved by Housh, seconded by Rembe to approve the agenda. A.V.A.M.C.


MINUTES:  Moved by Rembe, seconded by Weeks to approve the minutes of the March 6, 2017 regular meeting and the March 

21, 2017 special meeting. 


FINANCIAL STATEMENTS:  Moved by Housh, seconded by Weeks to approve the financial statement for March 2017, pending final verification with the bank.  A.V.A.M.C.


CLAIMS: Moved by Merritt, seconded by Weeks to approve the claims from March 7, 2017 through April 3, 2017, as presented.  A.V.A.M.C.


POLICE DEPARTMENT:  Officer Carter reported making two arrests in March and helping with traffic at the new school site.


FIRE DEPARTMENT:  Fire Chief Merritt reported ten fire calls and using approximately 15100 gallons of water for the month of March. Merritt also reported conducting ISO training/testing.


CITY CREW REPORT:  Sherrard reported with Alliant crews as the replaced poles following the tornado, and working to regain power at the lagoon/east lift station. Signs have been installed for school traffic and streets are being rocked as time allows. 


PUBLIC WORKS COMMITTEE:  Moved by Carter, seconded by Merritt to approve the two extension requests presented.  A.V.A.M.C. Moved by Rembe, seconded by Carter to approve the shut-off list.  A.V.A.M.C.


STORM DAMAGE UPDATE:  Housh reported 20 kw generator was priced at $7000-$8000,  and that the quote he received for dust control from Smith Fertilizer was $.65/foot. The dust control cannot be spread until after May 1.


SPRING CLEAN-UP: Moved by Rembe, seconded by Weeks to approve the sigh-up sheet as presented for spring clean-up, beginning May 1. A.V.A.M.C.

HOUSING DEMOLITION:  A brief review was given of options for housing demolition for the uninsured due to tornado damage. Further information will be available at the next meeting. 


LIVESTOCK REQUEST:  Moved by Rembe, seconded by Housh to deny the request of Theresa Rogers to keep chickens at 505 N. 5th Street.  Ayes -- Carter, Housh, Rembe, Weeks.  Nays -- Merritt. Motion carried. 


LEARN-TO-SWIM DONATION.  Moved by Rembe, seconded by Merritt to donate $100.00 to the Corydon Learn to Swim program.  A.V.A.M.C.


Move by Rembe, seconded by Merritt to enter into closed session at 6:50 p.m. per Iowa Code 21.5.i. A.V.A.M.C. Moved by Rembe, seconded by Weeks to leave closed session and resume the regular meeting at 7:23 p.m.  A.V.A.M.C.

RESOLUTION 2017-24

A RESOLUTION ADOPTING A RATE OF PAY FOR NEW HIRE


Roll Call Vote as Follows:  Ayes -- Carter, Housh, Merritt, Rembe, Weeks.  Nays -- None. Passed and approved this 3rd day of April, 2017.


APPLICATIONS FOR EMPLOYMENT:  After further review of applications for employment, it was moved by Rembe, seconded by Housh to offer a summer mowing position to Sloan Sulser starting at $9.00/hr.  A.V.A.M.C.
