OFFICIAL MINUTES OF THE REGULAR MEETING

OF THE SEYMOUR CITY COUNCIL

SEYMOUR, IOWA -- January 7, 2019


Seymour City Council met on the 7th day of January, 2019, at 6:00 p.m. in the Council Chambers at City Hall with Mayor Housh presiding.  Present: Carter, Merritt, Rembe, Trower. Absent: Housh


AGENDA:  Moved by Rembe, seconded by Merritt to approve the agenda.  All Ayes. Motion carried.


MINUTES:  Moved by Carter, seconded by Rembe to approve the minutes of the December 3, 2018 regular meeting.  All Ayes. Motion Carried. 


FINANCIAL STATEMENTS:  Moved by Merritt, seconded by Rembe to accept the financial statements for December 2018 as presented.  All Ayes, Motion carried.


CLAIMS:  Moved by Carter, seconded by Trower to approve the claims from December 4, 2018 through January 7, 2019 as presented. All Ayes. Motion carried. 


VISITOR RECOGNITION:  Ronald Bain addressed the Council regarding his interest in acquiring the property located at 223 East Main Street. Following a brief discussion, it was moved by Merritt, seconded by Rembe to forgive the 2010 and 2011 mowing charges assessed to the property located at 223 East Main Street.  All Ayes. Motion carried.


FIRE DEPARTMENT:  Assistant Fire Chief Cairns reported responding to one call during December using 600 gallons of water  Cairns also stated that a set of turnout gear and boots previously damaged will be ordered. 


CITY CREW REPORT:  Cairns presented Council with additional information regarding the Municipal Lease Program options available through Ally Financial for a proposed lease/purchase o a new city pickup, equipped with a plow and lighted utility box. Council was informed that a tree across the street from the Christian Church needs to be taken down and a tree on North 9th Street requires trimming.  David Lewis was contacted and provided an estimate of $800.00, which includes cleanup.  There was discussion regarding a secure method of storing all Public Works maps and the necessity of updating several of the maps.  Hall Engineering will be contacted for information. Sherrard reported he Public Works laptop computer quit working. After reviewing the computer specs included with the council packets, Merritt motioned the purchase of the desk top computer.  Trower seconded  All Ayes Motion carried.


PUBLIC WORKS COMMITTEE:  Moved by Merritt, seconded by Carter to approve two payment extension requests as presented  All Ayes.  Motion carried  The city received two requests for billing adjustment for excessive usage, each due to water leaks.  After some discussion regarding the two adjustment requests, it was moved by Carter, seconded by Trower to reduce each bill by half, with the extended payment agreement schedule up to one year to pay the remaining portion every month along with the current billing  All Ayes. Motion carried. Moved by Merritt, seconded by Rembe to approve the shut off list.  All Ayes.  Motion carried.

RESOLUTION 2019-02

A RESOLUTION APPROVING SPECIAL ASSESSMENTS FOR OUTSTANDING BILLS


Roll Call Vote as Follows:  Ayes -- Carter, Merritt, Rembe, Trower.  Nays -- None  Absent -- Housh. Passed and approved this 7th day of January, 2019.

A RESOLUTION SETTING FEES FOR BURIAL LOTS IN SOUTHLAWN CEMETERY

RESOLUTION 2019-04

A RESOLUTION AUTHORIZING THE PLACEMENT OF TRAFFIC CONTROL DEVICES


Roll Call Vote as Follows:  Ayes -- Carter, Merritt, Rembe, Trower.  Nays -- None.  Absent -- Housh.  Passed and approved this 7th day of January, 2019.


BUDGET WORKSHOP:  FY 20 Budget Workshop will be held on January 21, at 6:00 p.m.


CEMETARY:  Discussion was held regarding the mowing at Southlawn Cemetery.  The Clerk was instructed to begin advertising for a mower/caretaker for Southlawn Cemetery for the 2019 mowing season.
