OFFICIAL MINUTES OF THE REGULAR MEETING 

OF THE SEYMOUR CITY COUNCIL

SEYMOUR--June 4 2018


Seymour City Council met on the 4th day of July, 2018 at 6:00 p.m. in the Council Chambers at City Hall with Mayor Housh presiding.  Present:  Carter, Merritt, Rembe, Trower.  Absent: Housh. 


AGENDA:  Moved by Merritt, seconded by Rembe to approve the agenda.  A.V.A.M.C.


MINUTES:  Moved by Carter, second by Trower to approve the minutes of the May 7, 2018 meeting and the minutes of the May 30, 2018 special meeting. A.V.A.M.C.


FINANCIAL STATEMENTS:  Moved by Merritt, seconded by Carter to approve the financial statement for May 2018, pending final verification with the bank.  A.V.A.M.C. 


CLAIMS:  Moved by Carter, seconded by Trower to approve the claims from May 8, 2018 through June 4, 2018 as presented.  A.V.A.M.C.


LIVESTOCK REQUEST:  Heather Lancaster presented a request to the Council to keep her daughters two 4-H show calves at 101 Wright Street.  Because input was not received from all neighbors, Merritt moved to table the request until the July meeting.  The motion died due to a lack o a second.  Moved by Carter, seconded by Rembe to approve the request to keep two calves contingent on approval of all neighbors or adjoining property owners.  A.V.A.M.C.


DOUG ELDRIDGE:  Eldridge addressed the Council expressing concerns over the growing number of wild animals and vermin on his property emanating from an abandoned house in the neighborhood.  To eliminate the existing nuisance, attempts will be made to contact the owner. 


POLICE DEPARTMENT:  Officer Carter reported one arrest in the month o ay.  Carter also noted the ned for informational signage at the Seymour Lake park.  The cost of appropriate signage will be researched.


CITY CREW REPORT:  Sherrard reminded council of the need to purchase a GPS unit to implement the GIS mapping o city utilities.  Sherrard was instructed to get quotes on a suitable unit. It was reported the cost of Cub Cadet clutch repairs is estimated between $300 and $400.


TEMPORARY POSITION:  Moved by Rembe, seconded by Merritt to hire Preston Lawson AT $8.00 per hour, to fill the temporary position.  A.V.A.M.C.


CLERK TRAINING:  Moved by Rembe, seconded by Trower to approve the clerk to attend training in Ames, July 19th and 20th.  A.V.A.M.C.


PUBLIC WORKS DEPARTMENT:  Moved by Rembe, seconded by Carter to approve an extension request.  A.V.A .M.C.  Moved by Rembe, seconded by Merritt to approve the shut-off list as presented.  A.V.A.M.C.


PART TIME OFFICE POSITION:  The clerk was instructed to advertise and post the position of part time office assistant. 


ORDINANCE 2018-228

AN ORDINANCE AMENDING CHAPTER 106.08 (2) OF THE SEYMOUR MUNICIPAL CODE


Moved by Rembe, seconded by Carter to approve the first reading of Ordinance 2018-228. Roll call vote as follows:  Ayes -- Carter, Merritt, Rembe, Trower.  Nays -- None.  Absent -- Housh. Thereupon the Mayor declared the first reading of Ordinance 2018 --228 passed and approved. Moved by Rembe, seconded by Merritt to waive the second and third readings and declare the ordinance passed upon publication as required by law.  Roll Call Vote as Follows:  Ayes -- Carter, Merritt, Rembe, Trower.  Nays -- None. Absent -- Housh. 


Moved by Rembe, seconded by Carter to adopt the following:


ORDINANCE 2018-19

A RESOLUTION AUTHORIZING THE TRANSFER OF FUNDS


Roll Call Vote as Follows:  Ayes -- Carter, Merritt, Rembe, Trower.  Nays -- None. Absent --Housh.  Passed and approved this 4th day of June, 2018.


CASEY'S CIGARETTE PERMIT:  Moved by Rembe, seconded by Merritt to approve the renewal of the cigarette permit through June 30, 2019.  A.V.A.M.C. 


Other topics discussed with no official action being taken included progress at the Seymour Lake Park, plans for the Old Settler's treet closures and necessary repairs at the Public Works building.
